California Clean Truck Check (HD I/M Program)
Required by Law. Powered by APD.
If your diesel truck operates in California, you are now required to comply with the California Clean Truck Check program — also known as the Heavy-Duty Inspection and Maintenance (HD I/M) Program — enacted by the California Air Resources Board (CARB).
This regulation is not optional — it’s the law. And non-compliance can result in hefty fines and registration holds on your vehicle.
What Is the California Clean Truck Check?
The Clean Truck Check is a new emissions testing program designed to reduce air pollution from heavy-duty trucks operating in California. As of 2023, nearly all diesel trucks with a Gross Vehicle Weight Rating (GVWR) of 14,000 lbs or more must undergo regular emissions inspections — even if the truck is registered out of state but operates in California.
Who Needs to Comply?
You’re required to participate if you operate:
-
Diesel or alternative-fuel trucks over 14,000 lbs GVWR
-
Buses and box trucks
-
Delivery vehicles and cargo vans used in commercial operations
-
Out-of-state trucks that enter California
-
Fleets operating within the state
This applies to both private owners and commercial fleets.
Why Is It Required?
California has some of the strictest air quality standards in the nation. The Clean Truck Check program was launched to:
-
Reduce emissions from high-polluting vehicles
-
Ensure diesel trucks are properly maintained
-
Hold all vehicles to consistent emissions standards, regardless of registration state
-
Support California’s clean air goals and environmental health
How Often Do You Need to Test?
Beginning in 2024, most trucks will be required to submit semi-annual emissions compliance tests through certified vendors.
